LCBO offers 49% or 51% discount on booze to diplomats?
For a $100 purchase, paying 49% of the retail price would translate into a cost of $49, but a 49% discount would mean $49 off, for a final price of $51.
Maybe not a big difference in price, but a big difference in meaning.
